Substitute teacher registration
Applications for a substitute teacher permit are processed through the St. Clair County RESA. Michigan law requires individuals to meet the following requirements to be eligible to substitute teach:
- Must submit to fingerprinting and background check as defined under the Michigan Safety Legislation.
- Valid identification: Michigan driver's license and social security card.
- A Michigan teaching certificate; current or expired, OR
- An official college transcript showing at least ninety (90) semester hours or 135 quarter hours of college credit from a four-year regionally or nationally accredited college or university.
• All 90 credit hours must be shown on one "official transcript.”
• Transcripts will not be accepted from a community college.
• Web generated transcripts are not accepted.
Once your substitute paperwork has been accepted and received by the State of Michigan, you will be billed $45 annually for the continuation of your substitute teacher certification. The validity period for substitute permits is September 1 through August 31 of a given school year. Permits do not automatically renew each year. It is your responsibility to maintain and renew to continue eligibility to work in any Michigan school.
To renew your permit annually you must contact St. Clair County RESA prior to August 31 of each year. Once your permit is activated, you must contact each local school district to advise them of your interest and availability for substitute teaching.
Individuals who hold valid Michigan teaching certificates are not required to have a substitute permit to substitute teach outside their areas of certification in short-term assignments of 90 calendar days or less.
Districts / schools that contract with private employment agencies to supply their substitute teachers must still obtain substitute permits for noncertified substitute teachers.

Fingerprinting / background checks
To work in any Michigan school, Michigan law requires that you submit to fingerprinting and a criminal record check by the Michigan State Police and the Federal Bureau of Investigation. Fingerprinting is available for substitute teachers at St. Clair County RESA during these hours:

The exception to this schedule will be made due to inclement weather or holidays.
Please note that walk-ins cannot be accomodated. An appointment is required.
