Asbestos Hazard Emergency Response Act (AHERA)
2022 Notification
The Environmental Protection Agency (EPA) requires that each year, district workers and building occupants receive notification about asbestos activities such as response actions and inspections. The purpose of this correspondence is to meet those requirements and familiarize you with the asbestos-related activities that have been conducted at St. Clair County RESA during the past year.
Management Plans
In 1988, St. Clair County RESA contracted with an environmental consultants firm to conduct inspections and develop asbestos management plans for asbestos-containing material (ACM) within all district-owned buildings. The management plans are located in the administrative office of each building and are available to the public for review.
Surveillance Activities
The AHERA regulation requires periodic surveillance of the condition of the ACM every six months. The regulation also requires reinspections conducted every three years by Michigan Accredited Inspectors. St. Clair County RESA has contracted with an independent consulting firm, Nova International, Inc., to conduct the reinspections. The next reinspection is scheduled for 2025. Previous reinspections and six-month periodic inspections can be located in the building's management plans.
Asbestos Abatement
St. Clair County RESA has not performed any asbestos abatement projects within the past year.

Integrated Pest Management
Pest Management Policy
Integrated Pest Management (IPM) is a pest management system that utilizes all suitable techniques in a total pest management system with the intent of preventing pests from reaching unacceptable levels or to reduce an existing population to an acceptable level. An emphasis is placed on manipulation of the pest environment to the point that it will not support a pest population.
The IPM plan is intended to reduce the incidence of pest infestation while also reducing the need for chemical pesticide applications. A copy of St. Clair County's IPM Plan can be obtained by contacting:

St. Clair County RESA has contracted with Pest Corp, LLC to conduct pest management surveys of our buildings for the 2022-23 school year. These surveys will take place on the second Thursday of every month from 3-11 p.m.
The RESA Maintenance Department will provide notifications of any pesticide spray 48 hours prior to the application, per the Natural Resources and Environmental Protection Protection Act 451, Part 83. Notification will be administered by posting on this website as well as the entrance of the affected building.
Stormwater Management
Clean Water Act Requirements
The Environmental Protection Agency requires school districts to provide the community with information regarding stormwater management practices. St. Clair County RESA partners with the St. Clair County Health Department to meet the federal requirements of the Clean Water Act (CWA). The CWA was enacted to regulate the discharge of pollutants into United States waters and establish quality standards for surface waters.
